Pakistani-American Starts Defense-Focused AI Company

Amir Husain, a Pakistani-American AI expert, has started a defense-focused artificial intelligence company, according to builtinaustin.com.  Amir Husain's AI company SparkCognition has been building artificial intelligence and machine learning (AI/ML) software for its various clients since 2013. After closing on a $100 million Series C round last year, the company claims to be “one of the most valuable startups in Texas and one of the most valuable AI startups in the United States.” Earlier this year, Amir Husain and his wife Zaib, both University of Texas at Austin alumni, donated $5 million to launch "Artificial Intelligence Institute" at their alma mater.

“We started to develop software capabilities for a variety of (Department of Defense) clients and partners in the defensive industry,” founder and CEO Amir Husain said in a virtual event announcing the new company, as reported by the Austin-American Statesman. “We invented AI-powered weapon systems, prototyped a few and secured patents for many more. We have learned rich lessons and identified the shortcomings that prevent us now, as a country, from taking the lead in this critical new area.”

The new defense-focused AI company has announced several members of its board of directors who have served in high-ranking positions in the United States government. Most prominent among them are retired US Marine Corps General John Allen, former Air Force Under Secretary Lisa Disbrow, retired Navy Admiral John M. Richardson and former Deputy Secretary of Defense Robert O. Work.

Artificial intelligence is now being seen as the future of modern warfare. AI-powered networked drone swarms have recently been successfully deployed in Azerbaijan-Armenia conflict and the Gulf region. 

Defense analysts believe that Turkish and Israeli drones have helped Azerbaijan achieve decisive victory against Armenia. "Azerbaijan’s drones owned the battlefield in Nagorno-Karabakh — and showed future of warfare" says the Washington Post headline as tweeted by drone warfare expert Franz-Stefan Gady. In 2019, dozens of cheap drones were deployed against Abqaiq and Khurais oil fields to cut Saudi Aramco's production by half, according to multiple media reports. Saudi and US officials have blamed Iran for the destructive hit. This was the first time that cheap drone swarms loaded with explosives dodged sophisticated air defense systems to hit critical infrastructure targets in the history of warfare.  

Amir Husain was born is Lahore, Pakistan in 1977.  Husain enrolled in the Punjab Institute of Computer Science at the age of 15 and graduated from it two years later with a bachelor's degree in computer science. Amir is a serial entrepreneur. He has started and sold several companies. He started SparkCognition in 2013 with Michael Dell as its first investor.

A new deterrent
Kyiv was cold and snowy when I arrived just over a week ago. The power was out in some places. But the capital was relatively calm. There was a traffic jam entering the city on Friday. On Saturday night, restaurants were so packed it was impossible to get a reservation at one upscale spot.

As Ukraine moves toward the new year, the spirit of resistance and resilience is visible everywhere. Roadblocks have mostly disappeared. Children play near captured Russian tanks in St. Michael’s Square. Couples take walks in the park above the Dnieper River.

I visited here at year’s end to explore what I believe is the overriding lesson of this fight — and indeed, of the past several decades of war: A motivated partner like Ukraine can win if provided with the West’s unique technology. The Afghanistan army cracked in a day because it lacked the motivation to fight. But Ukraine — and, before it, the Syrian Kurdish fighters who crushed the Islamic State with U.S. help — has succeeded because it has both the weapons and the will.

I met with a senior team from Palantir that was visiting its Kyiv office. With the approval of Karp, the CEO, they agreed to show me some of the company’s technology close to the firing line. The result is a detailed look at what may prove to be a revolution in warfare — in which a software platform allows U.S. allies to use the ubiquitous, unstoppable sensors that surround every potential battlefield to create a truly lethal “kill chain.”

Palantir, which began its corporate life working with the CIA on counterterrorism tools, has many critics. That’s partly because its biggest funder, from the start, has been co-founder Peter Thiel, a successful tech investor who has also been a strong supporter of Donald Trump and other MAGA Republicans. Karp, by contrast, has supported many Democratic candidates and causes.

The critics have argued that Palantir’s powerful software has been misused by government agencies to violate privacy or serve questionable ends. For example, The Post wrote in 2019 that Palantir’s software was used by Immigration and Customs Enforcement to help track undocumented immigrants, which led to protests from some of the company’s employees. Tech community activists have asked whether Palantir is too close to the U.S. government and can “see too much” with its tools.

Karp responded to criticism of the company in an email to me last week: “Silicon Valley screaming at us for over a decade did not make the world any less dangerous. We built software products that made America and its allies stronger — and we are proud of that.”

And Ukraine has shifted the political landscape in Silicon Valley. For Karp and many other technology CEOs, this is “the good war” that has led many companies to use their tools aggressively. This public-private partnership is one of the keys to Ukraine’s success. But it obscures many important questions: How dependent should countries be on entrepreneurs whose policy views could change? We can applaud the use of these tools in “good” wars, but what about bad ones? And what about private tools being turned against the governments that helped create them?

We’ll be struggling with these questions about technology and warfare for the rest of this century. But after spending weeks investigating the new tools developed by Palantir and other companies, the immediate takeaway for me is about deterrence — and not just in Ukraine. Given this revolution in technology, adversaries face a much tougher challenge in attacking, say, Taiwan than they might imagine. The message for China in this emerging digital battle space is: Think twice.

Vast data battlefield
The “kill chain” that I saw demonstrated in Kyiv is replicated on a vast scale by Ukraine’s NATO partners from a command post outside the country. The system is built around the same software platform developed by Palantir that I saw in Kyiv, which can allow the United States and its allies to share information from diverse sources — ranging from commercial satellite imagery to the West’s most secret intelligence tools.

This is algorithmic warfare, as Karp says. Using a digital model of the battlefield, commanders can penetrate the notorious “fog of war.” By applying artificial intelligence to analyze sensor data, NATO advisers outside Ukraine can quickly answer the essential questions of combat: Where are allied forces? Where is the enemy? Which weapons will be most effective against enemy positions? They can then deliver precise enemy location information to Ukrainian commanders in the field. And after action, they can assess whether their intelligence was accurate and update the system.

Data powers this new engine of war — and the system is constantly updating. With each kinetic strike, the battle damage assessments are fed back into the digital network to strengthen the predictive models. It’s not an automated battlefield, and it still has layers and stovepipes. The system I saw in Kyiv uses a limited array of sensors and AI tools, some developed by Ukraine, partly because of classification limits. The bigger, outside system can process highly classified data securely, with cyber protections and restricted access, then feed enemy location data to Ukraine for action.

To envision how this works in practice, think about Ukraine’s recent success recapturing Kherson, on the Black Sea coast. The Ukrainians had precise intelligence about where the Russian were moving and the ability to strike with accurate long-range fire. This was possible because they had intelligence about the enemy’s location, processed by NATO from outside the country and then sent to commanders on the ground. Armed with that information, the Ukrainians could take the offensive — moving, communicating and adjusting quickly to Russian defensive maneuvers and counterattacks.

And when Ukrainian forces hit Russian command nodes or supply depots, it’s a near certainty that they have received enemy location data this way. Mykhailo Fedorov, Ukraine’s minister of digital transformation, told me that this electronic kill chain was “especially useful during the liberation of Kherson, Izium, Kharkiv and Kyiv regions.”

What makes this system truly revolutionary is that it aggregates data from commercial vendors. Using a Palantir tool called MetaConstellation, Ukraine and its allies can see what commercial data is currently available about a given battle space. The available data includes a surprisingly wide array, from traditional optical pictures to synthetic aperture radar that can see through clouds, to thermal images that can detect artillery or missile fire.

To check out the range of available data, just visit the internet. Companies selling optical and synthetic aperture radar imagery include Maxar, Airbus, ICEYE and Capella. The National Oceanic and Atmospheric Administration sells simple thermal imaging meant to detect fires but that can also register artillery explosions.

In our Kherson example, Palantir assesses that roughly 40 commercial satellites will pass over the area in a 24-hour period. Palantir normally uses fewer than a dozen commercial satellite vendors, but it can expand that range to draw imagery from a total of 306 commercial satellites that can focus to 3.3 meters. Soldiers in battle can use handheld tablets to request more coverage if they need it. According to a British official, Western military and intelligence services work closely with Ukrainians on the ground to facilitate this sharing of information.

A final essential link in this system is the mesh of broadband connectivity provided from overhead by Starlink’s array of roughly 2,500 satellites in low-earth orbit. The system, owned by Elon Musk’s SpaceX company, allows Ukrainian soldiers who want to upload intelligence or download targeting information to do so quickly.

In this wizard war, Ukraine has the upper hand. The Russians have tried to create their own electronic battlefield tools, too, but with little success. They have sought to use commercial satellite data, for example, and streaming videos from inexpensive Chinese drones. But they have had difficulty coordinating and sharing this data among units. And they lack the ability to connect with the Starlink array.

“The Russian army is not flexible,” Lesya, the Ukrainian officer, told me. She noted proudly that every Ukrainian battalion travels with its own software developer. Ukraine’s core advantage isn’t just the army’s will to fight, but also its technical prowess.

Fedorov, Ukraine’s digital minister, listed some of the military tech systems that Ukraine has created on its own, in a response to my written questions. These include a secure chat system, called “eVorog,” that has allowed civilians to provide 453,000 reports since the war started; a 200-strong “Army of Drones” purchased from commercial vendors for use in air reconnaissance; and a battlefield mapping system called Delta that “contains the actual data in real time, so the military can plan their actions accordingly.”


The “X factor” in this war, if you will, is this Ukrainian high-tech edge and the ability of its forces to adapt rapidly. “This is the most technologically advanced war in human history,” argues Fedorov. “It’s quite different from everything that has been seen before.”

And that’s the central fact of the extraordinary drama the world has been watching since Russia invaded so recklessly last February. This is a triumph of man and machine, together.

April 14 (Reuters) - Rapid advances in artificial intelligence (AI) such as Microsoft-backed OpenAI's ChatGPT are complicating governments' efforts to agree laws governing the use of the technology.

Here are the latest steps national and international governing bodies are taking to regulate AI tools:

AUSTRALIA
* Seeking input on regulations

The government is consulting Australia's main science advisory body and is considering next steps, a spokesperson for the industry and science minister said in April.

BRITAIN
* Planning regulations

Britain's competition regulator said on Thursday it would start examining the impact of AI on consumers, businesses and the economy and whether new controls were needed.

Britain said in March it planned to split responsibility for governing AI between its regulators for human rights, health and safety, and competition, rather than creating a new body.

CHINA
* Planning regulations

China's cyberspace regulator in April unveiled draft measures to manage generative AI services, saying it wanted firms to submit security assessments to authorities before they launch offerings to the public.

Beijing will support leading enterprises in building AI models that can challenge ChatGPT, its economy and information technology bureau said in February.

EUROPEAN UNION
* Planning regulations

Members of the European Parliament reached a preliminary deal on the draft of the EU's Artificial Intelligence Act, that could pave the way for the world's first comprehensive laws governing the technology.

The draft, which will be voted by a committee of lawmakers on May 11, identified copyright protection as central to the effort to keep AI in check.

Members of European Parliament raced to update the rules to catch up with an explosion of interest in generative AI, Reuters interviews with four lawmakers and two other sources found.

The European Data Protection Board, which unites Europe's national privacy watchdogs, said in April it had set up a task force on ChatGPT, a potentially important first step towards a common policy on setting privacy rules on AI. The European Consumer Organisation (BEUC) has joined in the concern about ChatGPT and other AI chatbots, calling on EU consumer protection agencies to investigate the technology and the potential harm to individuals.

Zaib and I just concluded a fascinating visit to Lahore, Pakistan. We were joined on this trip by Prof. Bruce Porter, former Chairman of UT Austin Computer Science and Chief Science Officer of SparkCognition, along with colleagues from SparkCognition, SkyGrid, and Navigate.

Lahore is an ancient and vibrant city, once one of the largest manufacturing centers of mechanical computers, called Astrolabes. Built by Muhammad Muqim and his family in the 16th century, these computers came hundreds of years before the Jacquard Loom or Charles Babbage’s Analytical Engine. The city is now busily reinventing itself as a modern hub for entrepreneurship and academia. Our journey unveiled numerous innovative startups, cutting-edge research projects, and the thriving connections between the city’s entrepreneurial and educational ecosystems.

Lahore University of Management Sciences (LUMS)

Our first public event was at the Lahore University of Management Sciences (LUMS), a prestigious institution renowned for its research and entrepreneurial spirit. Prof. Porter and I had the opportunity to deliver talks on entrepreneurship and artificial intelligence (AI) to an enthusiastic audience of students and faculty members.

Prof. Porter's talk focused on the three generations of AI, tracing its development from search algorithms to expert systems and the Generative AI explosion. The lecture provided insights into AI's potential to transform industries and our daily lives.

After the talks, we connected with professors and students, learning about their innovative startups and groundbreaking research projects. It was inspiring to see the passion and drive on display at LUMS.

IoT, EVs, and Quantum, Oh My!

We encountered three standout teams pushing the boundaries of technology and innovation. The first was the quantum computing group at LUMS which has developed and indigenously built an experimental quantum information processor. I was told by Dean Anwar of the Syed Babar Ali School of Science and Engineering (SBASSE) that this device has two entangled physical qubits based on single photons from a heralded source. This effort lands LUMS on a short list of global quantum computing research organizations. Applications of quantum computing may eventually revolutionize materials science and much more. It was quite impressive to see a cutting-edge effort like this underway at the school.

Another intriguing venture spun off from LUMS is a startup that develops affordable three-wheel electric vehicles (EVs). As the world increasingly turns to sustainable transport solutions, this company aims to cater to the growing demand for cost-effective EVs in Pakistan and beyond.

The third group is running an agri-tech research initiative that combines AI and the Internet of Things (IoT) to control large-scale agricultural processes autonomously. The project seeks to optimize variables such as fertilizer, water, and pesticide, and monitor plant health, thereby increasing productivity in the farming sector.

Technologies such as these can lift the local economy, increase global collaboration, and scale exports.

Aitchison College

Our next stop was my old alma mater, Aitchison College, a prestigious K-12 school founded in 1885. Boasting one of the world's most beautiful campuses on a sprawling 200 acres of land, the school has evolved from an elite institution to offering full-ride scholarships for applicants from diverse backgrounds.

Michael Thomson, the Principal of Aitchison College, and his lovely wife, Elizabeth, gave us a tour of the school's museum, the impressive chemistry labs, and the nearly complete Artificial Intelligence, Robotics, and Biotech building. This new facility will be a massive asset for Aitchison and the student community, bringing research and entrepreneurship to the high school level.

One of the most inspiring stories we heard was that of a young graduate from the tribal belt along the Afghan border in North Waziristan. Upon meeting this impressive young gentleman, we learned that after receiving a full scholarship at Aitchison, he is now heading to Dartmouth for higher studies – a transformative opportunity for him, his family, and his village.

Entrepreneurs in Lahore

During our trip, we interacted with numerous entrepreneurs who have contributed significantly to Lahore's entrepreneurial ecosystem. Among them was the legendary Syed Babar Ali, founder of LUMS and Chairman of Packages Ltd. Babar Ali is one of the most admired Pakistanis globally. In his long list of laurels is his dedication to environmental conservation and a term as the President of the World Wildlife Foundation (WWF), which he took over from Prince Philip, Duke of Edinburgh, in 1996. His contributions to industry and education are immeasurable. At the young age of 97, he continues to work from his office daily, maintaining a hectic and full schedule. His unwavering dedication and passion are truly inspiring.

We also met Aezaz Hussain, the founder of Systems Ltd., Pakistan's oldest software company. Mr. Hussain has led his company with great poise for over forty years. He has now expanded his enterprise globally through a network of affiliated companies. The Systems Ltd. network encompasses businesses in the UAE, Australia, Saudi Arabia, India, Europe, and the US. With around 10,000 employees, Systems is experiencing rapid growth and solidifying Pakistan's position in the global software industry.

Nabeel Ahmed, the founder of Core9, a new AI services company focused on industrial applications and a SparkCognition partner, took us on a tour of the Sundar Industrial Estate. Here, we learned about the nearly 650 manufacturing companies based in the park, spanning industries such as pharma, textiles, TVs, and chemicals. Meeting one of the newest SparkCognition clients, a multinational chemical manufacturer also located within the Sundar Industrial Estate, was exciting and inspiring.

The Lahore-based team at FiveRivers Technologies has been a tremendous partner for SparkCognition. But FiveRivers also impressed us by showcasing a suite of their domestically built software products gaining traction in international markets. Their SmartWindows application is one such example. The application enhances productivity for power users by supercharging window and state management on PCs. It’s quickly gaining users worldwide.

Later that night, at a wonderful ecosystem dinner organized by Usman Malik of power company, PITCO and Mahmud Hiraj of private equity firm, Baltoro Capital, we met many other members of the innovation ecosystem in Lahore. Usman heads the power plant design arm of PITCO, which traces its origins back to 1938. Mahmud is a founding partner at Baltoro Capital, a leading private equity firm in Pakistan. Mahmud moved back to Lahore after spending 15 years in the finance industry in North America. His fund, Baltoro, is Pakistan-focused and capitalizes on the country’s growing consumer market and rising export competitiveness.

Export is a key area of focus for many Pakistani entrepreneurs, particularly those building high-tech products. One of the guests at the ecosystem dinner was Salem Rehman of EMCO Industries. EMCO is Pakistan's premier manufacturer of high-voltage products for the electric grid. His company has a long history of catering to the domestic and regional markets but has now also started exporting to the United States.

Wrapping up

Our trip to Lahore allowed us to witness firsthand the energy and drive of Lahore’s entrepreneurs. The city is full of innovative startups, research projects, and academies focused on scientific development. This varied and fast-growing ecosystem is a testament to Lahore's immense potential and creativity.

As we continue our work in Austin, build new relationships in Munich, and explore partnerships in Lahore, we hope to contribute to the growth of entrepreneurial communities in all these innovation centers. By fostering connections between these vibrant cities, we can nurture AI and broader S&T collaborations that have the potential to change the world. The unyielding passion of the people we met makes us optimistic about the future of Lahore, of Pakistan, and indeed, of the world.

ISLAMABAD: The Pakistani government has formed a national task force to accelerate the adoption of artificial intelligence (AI) in different sectors, including business, development, governance, education, and health care, the Pakistani planning ministry said on Friday.

Governments as well as private sectors across the world are reaping exceptional benefits by integrating AI into their day-to-day functions. Global technology company, Intel, says that artificial intelligence can help companies and government institutions work efficiently, manage costs, and improve research, among other benefits.

The incorporation of AI in different government sectors will lead to improved decision-making processes, personalized medical treatments, and enhanced learning experiences and solutions that were previously unattainable, according to the planning ministry.

“Federal Minister for Planning, Development, and Special Initiatives Ahsan Iqbal has formed a 15-member National Task Force (NTF) on Artificial Intelligence (IA) for the country’s national development,” the planning ministry said in a statement.

“The key objective of the (NTF) is to develop a 10-year roadmap for accelerated adoption of AI in the business, development, governance, education, and health care sectors. The NTF force will comprise experts in artificial intelligence as well as representatives from the government and private sectors.”

The planning minister emphasized the importance of artificial intelligence for progress in the near future and stated that it would bring “transformative changes” in the fields of economy, governance, and education, according to the statement.

The task force aims to harness the power of AI for Pakistan’s development and growth while ensuring that the benefits are accessible to all segments of society.

“Establishing the NTF on AI is part of the government’s commitment to embracing AI and its potential to transform the country’s economic landscape positively,” the statement quoted Iqbal as saying.

By investing in AI, Iqbal said, Pakistan could unlock new opportunities for growth and development and improve the lives of its citizens.

“The integration of AI in our governance, health care, and education systems has the potential to revolutionize these sectors and bring about significant progress,” he added.
